Yes you have to change mixed numbers into improper fractions whenever you are multiplying or dividing fractions. Also, remember that when taking the reciprocal you ONLY flip the second fraction after the division sign, NOT the first one.

Problem 29. A reflection is a point that is the same distance from the axis on the other side. Example: if the original ordered pair is at (5, -10) then its reflection would be at (5, 10) since the original point was 10 units below the x-axis, the new would be 10 units about.

The coupon of 1/2 is only listed for rap. The other parenthesis has a coefficient of 2 because there were two of each posters of those type.

when doing a problem like 16 = x - 20, couldn't you flip the equation so it's; 20 - x = 16? Or do you have to add 20 to each side of the equation?

You have to add 20 to both sides. You can’t change x-20 into 20-x as the subtraction sign is part of the constant term

I apologize for the small font. The is a # (number sign) indicating the place the number from the inequality would go so yes you would place the open or closed circle at that point.
